It is a difficult decision. China has the world's fastest- growing economy. Its people benefit from Internet services offered by Western companies.

But concerns that the Chinese government is behind the cyber attacks have forced Google to not only re-examine its relationship with China, but have led to a U.S. government investigation of the charges.

Google has long been concerned about China's censorship laws, even though it agreed to ban sites at the government's request. For example, searches for the "Tiananmen Square massacre" or the "Dalai Lama" come up blank on Google's China Web. But this latest assault, which also targeted other Western Internet companies, has given Google pause.

The attack was initially said to have targeted Gmail accounts of Chinese dissidents. Those accounts are hosted outside of China and provide an extra layer of encryption.

The Chinese government has restricted the sale of foreign books, movies and other media as it fights a ruling by the World Trade Organization that such policies violate China's alleged commitment to international free trade.

Google is right to contemplate leaving China. Last Tuesday, the company announced it was delaying the launch of two new types of mobile phones in China because of the uncertainty surrounding its future in China.

The Chinese government argues that ways can be found to keep Google in the country.

But China has forced other companies into ethical compromises. For example, the government prosecuted dissidents after Yahoo supplied the government with emails from those accounts.

The fact that China holds a great deal of U.S. debt further complicates any negotiations between the two countries.

In the past, American companies quietly tolerated China's authoritarian policies as a way to do business with the Asian giant.

Google's willingness to go public with charges and to suggest it may pull out of China represents a new chapter in this enterprise.

The Chinese have long sought respect from the international business community. But unless China's leaders change the way the do business, the nation stands to lose whatever prestige it has earned.

BEIJING, Feb. 23 (Xinhua) -- China's Ministry of Public Security Tuesday urged police nationwide to take initiatives in cracking serious crime cases and solving social conflicts to ensure a safe World Expo in Shanghai.

Vice Minister Huang Ming said police should seriously crack down on illegal activities, including illegal use of guns and explosives, kidnapping of children and women, gang-related crimes and online pornography.

Based on past behavior, I am sure that they will. But at least we will begin to exert more control.

It was sad to see off Tai Shan and Mei Lan, two giant pandas born in the United States. But Davis knew that they were flying to the homeland that they had never seen and that they were going to start a new life with their "cousins."

"I just hope they can have a good time in China and be able to make their own families," said the self-proclaimed panda fan.

"In the past two years, Tai Shan has grown up with the blessing, love and care of the American people," said Xie Feng, minister of the Chinese Embassy to the United States, at a press conference at the airport.

"He has now grown into a handsome young man, and it is time for him to go home."

Tai Shan should have gone home two years ago according to

HARARE, Jan. 21 (Xinhua) -- The Chinese ambassador to Zimbabwe, Xin Shunkang, on Thursday launched preparations for the 30th anniversary celebrations of China-Zimbabwe diplomatic relations.

The celebrations, which coincide with Zimbabwe's 30th anniversary of its independence, may also see the Chinese national football team play against the Zimbabwe Warriors in a friendly match, even though no dates had been set.

Xin outlined activities to be done during the year, including the full implementation of the new eight-point plan enunciated by Chinese Premier Wen Jiabao at the 4th Ministerial Conference of the Forum for China-Africa Cooperation (FOCAC) in Egypt last year.

The eight-point plan, which succeeds the old one announced by Chinese President Hu Jintao at the 2006 Beijing FOCAC summit, focuses on climate change and sustainable development, trade, infrastructure, education, science and technology, agricultural technology, debt cancellation for highly-indebted poor countries, human resources development and health services support.

Chinese Lace front wigs embassy officials have since met with senior Zimbabwe government officials, the academia and business leaders to review the plan and the parties agreed to establish a think-tank to facilitate the implementation of partnership programs.

China was also planning to issue the Commemorative Cover to mark the 30-year-long bilateral relations, invite one top Chinese arts troupe to attend this year's edition of the Harare International Festival of the Arts and hold a film festival, during which at least four Chinese films will be shown in Harare and Bulawayo.

Relations between China and Zimbabwe date back to the pre- independence era, with China providing military assistance to Zimbabwean liberation fighters.

During the last three years, China provided approximately 300 million U.S. dollars to the Zimbabwean government in aid.

ANKARA, Feb. 5 (Xinhua) -- A developing economy with surging energy demand and growing interest in using coal to produce electricity, Turkey has drawn the eyes of a Chinese contractor to its thermal power industry.

At a muddy construction site in Catalagzi town of Zonguldak Province along northern Turkey's Black Sea coast, more than 1,500 Chinese workers and technicians try to beat the rainy weather and tight schedule during the final stage of building a 1,200 megawatts super-critical thermal power plant, a project contracted by China National Machinery and Equipment Import and Export Corporation (CMEC).

The project is expected to be finished in April this year and will have larger installed capacity than any other coal-burning power plants in Turkey after completion, said Liu Lijun, chief representative of CMEC in Turkey, in a makeshift office building next to the construction site.

"Turkey is in short of electricity and has a great potential in developing thermal power. Now it's the good time to enter the market," said Liu.

The plant being constructed by the CMEC includes two 600 megawatts thermal power-generating units, which were imported from China and boast the biggest capacity among all products of its kind exported by China ever, Liu told Xinhua.

The total installed capacity of thermal power-generating units that CMEC has contracted in Turkey since 2002 stands around 3,500 megawatts, he estimated.

"We're looking to even bigger business prospect here in the next five to 10 years," he said.

Only about 21 percent of Turkey's gross electricity production in 2006 was generated from coal and lignite, while nearly half of the total came from natural gas, according to figures published by the European Association for Coal and Lignite on its website.

Turkey will face an electricity supply crisis starting from 2014 or 2015 as the economic revival accelerates, Sinan Aygun, chairman of Ankara Chamber of Commerce (ATO) said last week.

Electricity demand in the country will rise to 202.7 billion kilowatt hours in 2010 and economic growth could further boost the demand to 357.2 billion kilowatt hours by 2018, Turkey's semi- official Anatolia news agency quoted Aygun as saying.

The CMEC project in Catalagzi is part of a 1.5 billion-U.S. dollars three-phase thermal power project with a planned total capacity of 1,360 megawatts invested by Turkish energy company Eren Enerji under the Eren Holding, according to Eren Enerji company data.

"Coal-burning power plants are a new field for Eren Holding," Emir Eren, managing director of Eren Enerji, told Xinhua. "We decided to enter the market because we see Turkey has an power shortage ... and the cost of natural gas is getting higher although about half of Turkey's electricity is now produced from gas."

Li Zhiyong, filed work director of the CMEC project in Catalagzi, said China has mature equipment and experienced staff in thermal power plant construction, which meets the demand of Turkish investors.

In China, thermal electricity accounted for 74.6 percent of the total power generation in 2009, according to figures from the China Electricity Council.

BEIJING, Feb. 13 (Xinhua) -- China's early history before Qin Dynasty (starting from 221 B.C.) may be different from previously thought, said Chinese historians as they decode bamboo slips over 2,000 years old.

The bamboo slips were collected by alumni of China's top Tsinghua University from overseas, and returned to China in 2008.

Preserved in water when returned, there are 2,388 pieces of bamboo slips, the longest one being 46 centimeters in length.

After the initial decoding, scholars at Tsinghua University found ancient classics and history books written on the slips.

Bamboo slips were used in ancient China before paper was invented around 100 A.C. People inscribed classics or documents on bamboo, and made them into scrolls.

The bamboo slips under study were carbon dated to around 305 B.C. a period of the "Warring States", before China's first emperor Shi Huang united the nation.

The bamboo slips survived Shi Huang's "book burning", said Liu Guozhong, Professor of History at Tsinghua University.

The "book burning" happened in 213 B.C. when Shi Huang cracked down on followers of confucianism by burning a large amount of literature and burying hundreds of confucius scholars alive in an attempt to control the people's minds.

Many confucius classics were destroyed in the disaster, including "Shangshu", or "The Book of History", but its contents were not lost because a confucius scholar had memorized it and rewrote it after Shi Huang died.

Prof. Liu said at least 20 articles from "The Book of History" were discovered to be written on the bamboo slips.

"As these bamboo slips survived the 'book burning', they are more authoritative than those copies of the book rewritten later. What was written on the bamboo slips could help correct mistakes in the Chinese classics and history books," said Liu.

Liu said, this has been the consensus reached by scholars who have studied the bamboo slips that were unearthed in China's Hunan and Hubei region.

When the bamboo slips were returned to Tsinghua, they were dipped in water, disintegrated, and some were already decayed.

Scholars did preservation work first, and photographed them. In decoding them , scholars projected pictures of bamboo slips onto the wall, and pieced the pictures together just like doing a puzzle.

One article might be scattered through out different slips, so we have to firstly stitch the slips together, said Liu.

"So far, we've only decoded a little bit. Decoding is a gigantic project which might not be finished by this generation," said Liu.

Tsinghua University will publish the first progress report of the decoding by the end of this year.

VANCOUVER, Feb. 15 (Xinhua) -- After 12 years waiting for the most coveted trophy, the Chinese figure skating couple Shen Xue and Zhao Hongbo saved the best for the last to make their golden dream come true at the 21st Olympic Winter Games here Monday evening.

The two-time Olympic bronze medalists, coming back from retirement nine months ago, scored a world record 216.57 points to beat compatriots Pang Qing and Tong Jian for the pairs figure skating gold medal of the Vancouver Winter Olympics.

It has been China's first ever Olympic title in figure skating since the most populous sports powerhouse made its Winter Olympic debut 30 years ago.

And Shen and Zhao also become the first ever non-European couple to top the Olympic pairs podium in history, snapping a 12-Games winning streak of Russia who had dominated the Olympic figure skating pairs events for 46 years.

"We've been waiting for the Olympic gold medal for too long, and it's so sweet when the victory finally comes," said an emotional Zhao stepping off the podium with his now wife Shen.

The duo have been crowned as the world champions for three times before they gave up the national team training in March, 2007 following their victorious worlds in Tokyo and picking up world tour exhibitions instead.

They have also lifted six trophies of the ISU figure skating Grand Prix Finals, but had been eluded by the Olympic gold medals for three times before their Vancouver voyage across the Pacific Ocean.

Having teamed up for 18 years, Zhao and Shen, now husband and wife, become a golden combination in China.

The duo won the first world pairs title for China in 2002 and then retained it in 2003 before incurring a string of injuries.

Zhao suffered from a torn Achilles' tendon which affected them at the Turin Olympics and forced them to pull out of the 2006 worlds.

In the following year, the pair overcame a dismay 2006 to sweep all in front of them during the season, winning the Cup of China, the NHK Trophy, the Grand Prix final and the Four Continents event.

After lifting the 2007 world championships title in Tokyo, Shen and Zhao left the national team. In their words, it's a temporary leave.

The pair started to ponder retirement after finishing third in the Turin Winter Olympics in 2006 but the Olympic victorious aura is always appealing to them.

Their previous collection of a double bronze medals from both the Salt Lake City and Turin Olympic Games can never remedy the regret of the elusive Olympic crowns for their nearly two decades' skating career.

BRUSSELS, Feb. 5 (Xinhua) -- With the Europalia China art festival coming into the last week, a variety of cultural activities focusing on Beijing are presented here in Brussels, the sister city of the Chinese capital.

On Friday, visitors were invited to attend a folk music performance as well as a traditional tea ceremony at Tea House, which also acts as the information center of the art festival. Three musicians from a music university in Beijing played a famous Chinese song, during which the audience could admire and discover three traditional instruments, namely the zheng (Chinese zither), the erhu (Chinese two-string fiddle) and the Chinese traverse flute.

A tea expert then performed a tea ceremony, illustrating all the grace and elegance of Chinese culture. The ceremony was accompanied by descriptive explanations allowing the European audience to have a better understanding of the process. Geoffroy Clerkx, an official from Brussels Capital Region, said: "It was fantastic! The atmosphere was very quiet and I liked it very much." "This Europalia Festival is really a start for a new cooperation between Brussels and Beijing,"he said.

Among the audience was 13-year-old Alize Rosso: "I came here because I like Chinese writing and the Tea House was very attractive."

"I like Chinese tea, its flavor is very delicate," said Yulika Deprez, a young student who was attending a Europalia event for the first time.

"I think I will probably attend other Europalia events," she said.

Alexandra Verhoosel-Frisson, a wholesale colthing tea passionate who acquired knowledge about tea in China and set up her own company selling Chinese tea, said that Chinese tea was getting popular in Europe.

"Little by little, people like it," Verhoosel-Frisson said, adding "they say it's a very good tea, very healthy."

She said Europalia China art festival allowed many Europeans to discover Chinese culture and made them want to visit China.

As a cultural project jointly organized by Europalia International and the Chinese Ministry of Culture, the Europalia China art festival presents about 50 exhibitions and 450 art performances and cultural events in more than 70 cities in Belgium and four neighboring countries, including the Netherlands, France, Luxembourg and Germany.

The art festival, which was under four major themes of "Eternal China, Contemporary China, Colorful China, China and the rest of the world," started on Oct. 8, 2009, and will end on Feb. 14.

BANGKOK, Jan. 26 (Xinhua) -- From panel spraying, frame welding to fittings assembly, these are the workshops of a factory of China's electronic giant Haier in Thailand. The products were so familiar, and so was the scene of lots of identical, nearly- finished refrigerators queuing on the assembly lines. Only one thing: the workers here are all Thais.

The factory of China's Haier Electric PCL in Prachinburi province, Thailand, was purchased by Haier three years ago, Ding Gaofeng, the assistant manager in charge of refrigerator workshops, told Xinhua reporter.

It is the first factory that Haier ever owned in Thailand as well as in Southeast Asia, he said.

"I believe this is also the first time that a Chinese electric brand makes a large-scale presence in Thailand's market," the manager said, adding that Japanese and South Korean brands have been dominating this market for decades.

He was confident that more and more made-in-China electric products will enter Thailand and other ASEAN markets soon following the establishment of the China-ASEAN Free Trade Area ( FTA) on Jan. 1 this year and the gradual implementation of the FTA terms.

The China-ASEAN FTA was officially launched at the beginning of 2010. It covers an area of 13,000,000 square kilometers, with a population of 1.9 billion and nearly 4.5-trillion-U.S.-dollar trade volume.

The enterprises of both China and the 10 ASEAN countries, namely, Brunei, Indonesia, Malaysia, the Philippines, Singapore, Thailand, Cambodia, Laos, Myanmar and Vietnam, will benefit from the free trade terms in goods, service and investment.

Talking about the immediate benefit that the Haier factory can get from FTA, Ding showed Xinhua reporter two modern-style friges, one black-colored and one white, both of them sleek and slim.

"The two models were designed by our own rolex replica designers in Thailand, and they adopts the air-cooling technique for refrigeration, which are more widely used in Thailand's frige production and less common in China," he said.

Ding said the two frige models have been so popular in Japan that Haier is going to sell them in China, since many Chinese consumers like this kind of frost-free model but can hardly find them in domestic market.

The models are manufactured by the factory in Thailand, so importing them to China now can enjoy zero tariff, which in turn reduced the cost, he added.

Meanwhile, other electric appliances made in Thailand and other ASEAN countries now can enter China's market under zero tariff, too, Ding said.

"Refrigerator is our main product since Haier itself started its business decades ago from frige production. Last year (2009) the factory's frige output is 900,000, with a large part of them selling to OEM (Original Equipment Manufacture) Manufacturers," said Ding, who came from Shandong province, China one year ago and since then has been in charge of the refrigerator manufacture here.

The sale of Haier friges in Thailand's market last year is about 50,000 sets, Ding said, adding their target for 2012 is 150, 000 sets, which means the biggest market share in the country. " Haier aims to be the No. 1 frige brand in Thailand," Ding said.
